Terms of Use

ELX website terms of use

These terms govern your use of elxsa.com in both its Arabic and English versions. By using the website you agree to them, so please read them carefully.

Last updated: 22 September 2026

In short

This website introduces the ELX system and offers general content for electricity-network contractors. Nothing here is legal, tax, engineering or financial advice. The content belongs to Matrix, and these terms are governed by the laws of the Kingdom of Saudi Arabia.

Who runs this website?

This website is run by the ELX team at Matrix, the company that develops, hosts and operates ELX. ELX is a bilingual cloud (SaaS) system, used from the browser, for managing the work orders of electricity-network contractors in Saudi Arabia. Learn more about the company on our about page.

What kind of content does the website publish?

The feature pages describe what ELX can do in general terms. Screen labels and settings can differ from one company to another, because ELX lets administrators rename screens and permissions per language and configure settings to match how each company works, and because Matrix customizes screens, reports and stages to each contractor’s needs.

The articles and guides are general, educational content, not legal, tax, engineering or financial advice. We link to official sources when we cover regulations and government procedures, but those rules can change, so always check the official source before making a decision.

Nothing on this website is a binding offer or a contract. Use of the ELX system itself is subject to a separate agreement with Matrix.

Do we guarantee that general content is accurate and complete?

No. We prepare and review our content carefully, but we provide it “as is”, without any express or implied warranty that it is complete, accurate or suitable for your particular situation. To the extent permitted by law, Matrix is not liable for decisions made on the basis of general content alone.

Intellectual property

The ELX name and logo, and the website’s text, design and graphics, are owned by Matrix or used with their owners’ permission, and are protected by intellectual property laws. This means:

  • You may share links to our pages and quote short excerpts from articles, credited to ELX with a link to the page.
  • You may not copy, republish or sell whole pages or articles without written permission from Matrix.
  • You may not use the ELX name or logo in a way that suggests a partnership, endorsement or relationship that does not exist.

Other product names mentioned on the site, such as WhatsApp, Telegram and Microsoft Excel, are trademarks of their respective owners. References to government bodies or utilities, including the electricity utility, are there only to explain the industry context and do not imply any partnership, approval or technical integration.

The website links to external sites, such as official government websites and the reference sources our articles cite, and to WhatsApp so you can reach us. These links are provided for reference and convenience; we do not control the content, policies or availability of those sites and are not responsible for them.

What counts as acceptable use?

When you use the website and the contact channels linked to it, you agree to:

  • Not attempt to break into, disrupt or bypass the website’s security, and not send automated requests at a volume that burdens the server.
  • Not send spam, misleading messages or unlawful content through the contact form or WhatsApp.
  • Not impersonate another person or organization when contacting us.
  • Not use the website’s content in a way that breaches these terms or the laws in force in the Kingdom.

Governing law

These terms are governed by and interpreted under the laws in force in the Kingdom of Saudi Arabia, and the competent judicial authorities in the Kingdom have jurisdiction over any dispute arising from them.

Language and changes to these terms

These terms are published in Arabic and English. If the two versions differ in meaning, the Arabic text prevails.

We may change these terms when the website or its services change, and we publish the updated version on this page with its last-updated date. Continuing to use the website after an update means you accept the revised terms.
