About ELX

What the system is, who it is for, who builds it and where its scope ends.

What is ELX?

ELX is a cloud (SaaS) electricity contracts management system by Matrix that runs the utility work orders of electricity-network contractors in Saudi Arabia from registration to extract, in Arabic and English. Matrix hosts and operates it, so it runs in the browser with no servers needed on the contractor’s side, and each order moves through site survey (Kashfia), excavation permits, execution, quality, achievement certificate, drawing and extracts to the archive, tied to its warehouse movements. Explore the ELX features.

Who is ELX built for?

ELX is built for electricity distribution-network contractors that execute utility work orders: projects, connections, maintenance and emergency work. It suits multi-branch, multi-region, multi-contract companies. Day to day it is used by work-order, survey and permit teams, execution crews and their supervisors, quality inspectors, finance, storekeepers and management — each within their own permissions.

Who develops ELX, and what is it built on?

ELX is developed by Matrix (mtx-it.com), which also hosts and operates it as a cloud service. It is built on Microsoft’s enterprise web platform with a relational database and runs in the browser with Arabic and English interfaces. It is designed for one job: running the work orders of electricity network contractors, in the sector’s own stages and terms. Read more on our About page, or request a demo over WhatsApp.

Is ELX an accounting system or an ERP?

No. ELX is a specialised operations system for utility work orders, with no general ledger, payroll, HR or purchasing module. It does, however, calculate achievement-certificate totals and extract values — net value, VAT and invoice total — as part of each order’s journey. Weigh the two approaches in ERP or a specialised work order system?

Is the ELX interface available in Arabic?

Yes. Arabic is the default language and the interface runs right to left; users can switch to English from the header. Every master-data record has a name in each language, administrators can edit interface words and system messages, and contextual help can be added next to screen fields. Arabic and English are the supported languages today.

Does ELX integrate with Balady, ZATCA’s FATOORA platform or Etimad?

No. ELX does not connect automatically to any of them, or to the utility’s own systems. It tracks excavation permits issued through Balady but does not submit or issue them, and it applies the VAT rate set in its settings to extracts without issuing e-invoices. Utility data comes in through Excel imports. For background, see our Balady excavation permit guide and ZATCA e-invoicing guide.

Work orders and field operations

How a work order moves between stages and teams, and how tasks reach the field.

What stages does a work order go through in ELX?

An order starts at the work-order stage, then moves to site survey, excavation permits when needed, Projects or Connections depending on the implementing agency, the Replay stage if a flagged drill type is used, quality, the achievement certificate, drawing and extracts. It is archived once its extract is approved. Maintenance and emergency orders follow their own track to the achievement certificate. Details: utility work order stages.

Can we import work orders from Excel?

Yes. Upload an Excel file and review the rows in a grid before saving. ELX lists cities, districts and work descriptions missing from your master data and offers a downloadable gaps report. You can apply one branch or contract to every row, and rows that duplicate existing orders are skipped and counted. Orders can also be entered by hand with automatic numbering. See work order management.

How do stage time limits and delay justifications work?

Administrators set a time limit in days for each stage, counted from relay or from receipt. Overdue orders are colour-flagged in stage lists, and when justification is mandatory an overdue order cannot be relayed until a delay justification and its files are entered. The dashboard shows pending and overdue orders for every stage. Read our guide to work order SLAs.

How are work orders assigned to staff?

Each stage relays automatically or manually. In automatic mode the order lands in the stage list and a user claims it with “Open”. In manual mode a dispatcher assigns it from a distribution basket to a user listed for its district and stage; in stages such as survey, permits, projects and quality, the assignee gets an instant in-app and browser alert. Only the assignee can open it unless they hold “Show other users’ data”, and supervisors can reassign it.

How does ELX handle site surveys and excavation permits?

The survey team records the inspection, drill types and lengths and map coordinates, then marks whether the survey and materials match and whether a permit is needed. A mismatch sends a matching form by email and returns the order to the work-order stage. On the permit screen the team records request and license numbers, duration, expiry and municipality, and generates and emails the permit application from a template. More: site survey and permits.

Is there a mobile app for field crews?

Not as a published app today. What ELX provides is a mobile-ready REST API for field apps: sign-in and screen permissions; survey, permit, project, connection, replay and maintenance tasks; photo and file uploads; and relaying survey, permit, project and replay tasks under the same validation rules. To discuss what your field crews need, talk to the Matrix team. See field work and mobile API.

Materials, extracts and reports

From warehouse movements to the achievement certificate, the extract and the dashboard.

How does ELX tie materials to a work order?

Every material movement on a work order is recorded as a numbered stock document linked to that order and a warehouse: receipts from the utility, issues to site, returns from site, returns to the utility, scrap receipts and dispatches, and transfers between warehouses. A return can’t exceed the net quantity already issued or received for the same order, material and warehouse. See warehouse and materials.

Can ELX compare the material estimate with actual consumption?

Yes. Each order’s material estimate is entered by hand or from an Excel template. The estimate-vs-actual report shows, per material, the quantities received and consumed and what is left to return or issue, next to the estimated quantity. A requirements report lists what is owed by the utility and what is owed by the contractor, ready to print or export. Read what a material estimate is.

How is the achievement certificate prepared in ELX?

Once every quality item passes, the user selects the contractor and reviews the materials balance, excavations and implementation items with their quantities and prices. ELX calculates the certificate total and stores it for the extract. The certificate prints on your company letterhead with signature blocks for the field supervisor, the contractor’s representative and the approving head of the executing department. Read achievement certificate vs extract.

How are extracts prepared in ELX?

Create the extract with its number, PO number and preparation date, then choose a contract and a work description; ELX pulls in the matching work orders that have achievement certificates, with their values. Enter a fine per order, and the system calculates net value, VAT and the invoice total. The extract stays pending until an accreditation date is entered, and its orders are then archived. See extracts and certificates.

What reports and dashboards does ELX include?

The dashboard shows pending versus overdue orders for every stage, order statuses, and pending versus approved extracts; clicking the late slice lists those orders and who holds each one. Every order has a full lifecycle report as a PDF, and the inventory, material movement and requirements reports can be printed, with PDF and Excel export where offered. See reports and dashboards.

Does ELX send WhatsApp and Telegram alerts?

Yes. When an order enters a new stage, ELX sends a Telegram message to users who can view that stage’s screen and have notifications switched on, plus the same alert on WhatsApp when that channel is enabled. New receipt, issue, return, scrap and transfer documents alert the recipient, the responsible engineer and the warehouse manager. A daily digest goes out at a time the administrator sets, and every message is logged as sent or failed. See instant notifications.

Data and security

Permissions, keeping each company’s data separate, the audit log and sign-in.

How does ELX control access to data?

Administrators grant each user rights per screen and action: show, add, update, delete, change status, show others’ data, relay and import. Each user’s data is scoped to their branches and districts, the audit log records who changed what and when on master data and key operational records, and deleting work orders, stock documents or estimates is a traceable soft delete. Details on our security page.

Is each company’s data kept separate?

Yes. Each company runs its own ELX web instance with its own database. A user’s session is bound to their company’s database; if that changes, the session is cancelled and the user has to sign in again. Within a company, each user sees only their own branches and districts, while administrators see everything. See the multi-company platform.

How do users sign in to ELX?

Users sign in to their company’s ELX instance in the browser with a user code and password. Administrators create the accounts and link them to branches, districts and screens. A user who forgets their password receives a temporary reset code by email, and administrators can also reset passwords directly.

Hosting, services and getting started

How ELX is hosted and run, what Matrix provides with it, and how to get started.

Is ELX cloud-based, and do we need our own servers?

Yes, ELX is a cloud (SaaS) service hosted and operated by Matrix. It runs in the browser, so no servers are needed on your side: each user simply signs in with their own account and permissions. Each company runs its own web instance and database, separate from every other company. For technical questions about hosting, including where data is stored, your IT team can talk to the Matrix team directly.

What services does Matrix provide with ELX?

Alongside hosting and operating the system, Matrix provides four services: user training; migration of your existing Excel data (work orders, materials and master data); technical support over WhatsApp; and customisation of screens, reports and stages to each contractor’s needs. Inside ELX, a WhatsApp support button in the header takes users to technical support. To ask about any of them, visit our contact page.

Can ELX be tailored to the way we work?

Yes, in two ways. Matrix customises screens, reports and stages to each contractor’s needs. Administrators also control a good deal themselves: each stage’s time limit, relay mode and required notes and attachments; screen names and interface words; email templates; the letterhead on printouts; and each contract’s own item list and prices. See permissions, settings and master data.

Can we move our existing Excel data into ELX?

Yes. Matrix migrates your existing Excel data into ELX, including work orders, materials and master data. ELX also has import tools your team can use itself: work orders from an Excel file with row review before saving; implementation items and materials from templates that classify each row as new, update or skip; templates for material estimates, utility receipts and scrap; and a screen that loads historical stock movements in bulk. Read moving from Excel to one integrated system.

How much does ELX cost, and how do we get started?

Pricing is not published on this site; cost is discussed directly with the Matrix team. Start by requesting a demo from our contact page — your request reaches the Matrix team on WhatsApp — and ask about cost and the services that come with ELX: user training, moving your data off Excel, technical support and tailoring the system to the way you work.
