For electricity network contractors in Saudi Arabia
Electricity contracts management system: one path from work order to extract
ELX is a cloud (SaaS) electricity contracts management system by Matrix that runs the utility work orders of electricity-network contractors in Saudi Arabia from registration to extract, in Arabic and English. Matrix hosts and operates it, so your team works in the browser with no servers on your side, and every order stays tied to its warehouse movements and its extract.
- Every stage has its own screen, time limit and owner, and you can require a delay justification before an overdue order moves on.
- Every work order's materials are tied to their warehouse movements, from utility receipt to return.
- Certificate totals are calculated from quantities and prices, followed by the extract's net value and VAT.
- Telegram alerts when an order changes stage, on WhatsApp too once the channel is enabled, plus a daily digest for management.
What you get with ELX
What makes ELX worth a contractor's trust?
A cloud service hosted and run by Matrix
Matrix hosts and operates ELX as a cloud (SaaS) service. Your team uses it from the browser, with no servers to set up or run on the contractor's side.
A separate web instance and database per company
Each company runs its own ELX web instance with its own database, and every user session is bound to that company's database.
Arabic and English interface
Arabic runs right to left and English left to right, and users switch between them from the header. Arabic is the default.
Screen- and action-level permissions, with an audit log
Administrators decide what each user can view, add, edit, delete and move to the next stage on every screen, and the audit log records who changed what and when across master data and key operational records.
Telegram and WhatsApp alerts
A message goes out on Telegram, and on WhatsApp once the channel is enabled, when a work order enters a new stage or a stock document such as a receipt, issue or return is created. A daily digest follows at a time management chooses.
Training, data migration, support and customization
Matrix trains your users, moves your work orders, materials and master data over from Excel, provides technical support on WhatsApp, and tailors screens, reports and stages to each contractor's needs.
Familiar problems on utility projects
Are your work orders scattered across spreadsheets and chat groups?
Six situations most contractor teams will recognize, and how ELX handles each one.
Scattered Excel sheets
Every team keeps its own copy, so nobody is sure where an order stands. In ELX, a work order is registered once, or imported from Excel after a row-by-row review, and then moves through its stages in a single record. When you start, Matrix moves your existing Excel data across.
Stage deadlines that slip by unnoticed
Delays often surface only at review time. In ELX, each stage has a limit in days, overdue orders are color-flagged, and you can require a delay justification before an overdue order moves on.
Material gaps that surface too late
Differences between what the utility supplied and what went to site are usually found late. In ELX, material movements are recorded against their work order, and the materials balance shows what to return or issue.
Extracts that run late
Collecting finished orders and their values by hand is slow and error-prone. ELX pulls the work orders that have achievement certificates into the extract, with their values, and calculates net value and VAT.
Permit details kept in separate files
Permit numbers and dates end up spread across papers and messages. In ELX, each work order holds its excavation permit data, from request number to expiry date and municipality, and the permit application letter is generated from a template.
Quality notes lost in chat threads
Work goes back to the crew without a clear reason or a count of how many times. In ELX, the inspector marks every item as matching or not, with notes and files; failed work returns to execution and each return is counted.
ELX modules: from work order registration to extract, in one system
Connected modules for work orders, site surveys and permits, execution and quality, extracts, warehouses, reporting, alerts and permissions.
Work order management
Register or import work orders from Excel and follow each one through its stages, with an owner and a time limit at every step.
Site survey & excavation permits
Record the site survey and the permit decision, track the excavation permit and power disconnection, and send official letters from ready templates.
Execution & quality control
Record execution in Projects and Connections, evaluate quality item by item, handle the Replay and Drawing stages, and run maintenance and emergency orders on their own track.
Extracts & achievement certificates
A completion certificate per work order with a total calculated from quantities and prices, plus extracts that group a contract’s orders, record fines, calculate VAT and archive the orders on approval.
Warehouse & materials
Every receipt, issue and return is a stock document tied to a work order and warehouse, with material balance and estimate-vs-actual reports.
Reports & dashboards
A KPI dashboard across the work order stages, a full PDF report per order, unified attachments and printable reports on your letterhead.
Instant notifications
Telegram and WhatsApp messages on stage changes and new stock documents, instant alerts on assignment, and a daily digest for managers.
Field work & mobile API
A mobile-ready API for field apps: receive tasks, save data, upload site photos and relay survey, permit, project and replay tasks under the same validation rules.
Permissions, settings & master data
Per-screen and per-action permissions, branch and district scoping and an audit log, plus the contract and material guides behind every stage.
Multi-company platform
A separate web instance and database for each company, hosted and operated by Matrix, with multiple branches, regions, contracts and warehouses inside every instance.
How does a work order move through ELX?
At every stage, the Relay button saves the stage data, then moves the order on after checking the user's relay permission and the stage's mandatory fields, notes and attachments.
- 1
Register or import the work order
The work-order team enters the order, subscriber, map location, contract and implementing agency, or imports many orders from an Excel file. Orders are numbered automatically, and a duplicate with the same name and work description is blocked.
- 2
Claim and dispatch
A user claims the order from the stage list with "Open", or a dispatcher assigns it from the distribution queue to a user permitted on that stage's screen in the order's district.
- 3
Site survey, then a permit if needed
The survey team records whether the site matches, the drill types and lengths, and whether a permit is needed; if it is, the order goes to the permits stage for the license details. On a mismatch, the matching form is emailed and the order returns to the work-order stage.
- 4
Execution in Projects or Connections
The execution team records excavations, implementation items, meters and the completion percentage, and raises requests to issue materials to site or return them. The order cannot be relayed while a stock request is pending.
- 5
Quality, certificate and drawing
The quality inspector evaluates every item. If all pass, the order moves to the achievement certificate, which calculates its total value, and then to the drawing stage for its files; otherwise it goes back to execution.
- 6
Extract and archive
Work orders with achievement certificates are grouped into an extract that calculates net value, VAT and the invoice total. Once an approval date is entered, its orders are archived automatically.
How does ELX track each work order's materials?
Know at any time what you received from the utility, what went to site and what has to go back.
In ELX, every movement is a numbered stock document linked to a work order and a warehouse: receipts from the utility, issues to site, returns from site, returns to the utility, scrap and inter-warehouse transfers. Returns are checked against the net quantity already issued or received for the same order, material and warehouse.
- Import utility receipts from an Excel template, with row-level errors shown before saving.
- Compare the material estimate with the quantities actually received and consumed, per work order.
- See what is required from the utility and what is required from the contractor, with PDF and Excel export.
- Print any stock document on your company letterhead.
Built around every role on your team
The menu shows each user only the screens they are permitted to use, and they work on the orders assigned to them.
Project manager
Follows the pipeline across their branches and districts and steps in where work is running late.
- Per-stage dashboard: within limit vs late
- Reassign orders; change a stage with a mandatory note
- Daily digest on Telegram, and on WhatsApp if enabled
Execution teams and supervisors
Record what was actually done and attach the files from the stage screen.
- Excavations, implementation items, meters and completion
- Requests to issue materials to site and return them
- Files and photos with reference names
Storekeeper
Records material movements against their work orders and approves site requests.
- Receipt, issue, return, scrap and transfer documents
- Approval of the site issue and return requests raised by execution teams
- An alert to the recipient, responsible engineer and warehouse manager when a document is created
Extracts and finance team
Builds each extract from ready achievement certificates instead of adding up figures by hand.
- Import orders that have certificates, by contract and work description
- A fine per order, with net, VAT and invoice total calculated
- Save an extract as pending, then approve it with a date that archives its orders
Clear governance: who sees what, and who changed what
Access control and traceability in ELX are part of the workflow itself, not an add-on.
ELX uses permissions and geographic scope to control who can see which data, and keeps a trail of important changes so you can look back at them.
- Per-user permissions at screen and action level: show, add, update, delete, change status, show others' data, relay and import.
- Each user's data is scoped to their branches and districts.
- Only the assigned user, or someone with "show others' data", can open a work order.
- An audit log of who changed what and when on master data and key operational records, with full per-record history.
- Manual stage changes require a note and are logged separately.
- Deleting stock documents, work orders and estimates is a soft delete that stays traceable.

Questions about the ELX electricity contracts management system
What does ELX manage for a contractor, and what does it leave out?
ELX manages each utility work order from registration to archive, through site survey, excavation permits, execution, quality, the achievement certificate, drawing and extracts. It ties every order to its warehouse movements and sends Telegram and WhatsApp alerts. General accounting, payroll, HR and purchasing are out of scope: ELX is a specialized operations system, not an accounting package or a full ERP.
Who is ELX built for?
ELX is built for electricity distribution-network contractors who carry out utility work orders: projects, connections, maintenance and emergency work. It suits companies with several branches, regions and contracts, because each user's data is scoped to their branches and districts and each contract keeps its own item list and prices. It also fits teams that run on spreadsheets and scattered messages today and want one documented path for every work order.
Is ELX cloud-based, or do we need our own servers?
ELX is a cloud (SaaS) service hosted and operated by Matrix. Your team uses it from the browser, in Arabic or English, with no servers needed on the contractor's side. Each company runs its own web instance with its own database, and every user session is bound to that company's database. See the multi-company platform for details.
Which work order stages does ELX cover?
A work order in ELX moves through registration, site survey, an excavation permit when one is needed, and execution in Projects or Connections depending on the implementing agency. A Replay stage follows when a flagged drill type is used, then quality, the achievement certificate, drawing and finally the extract. Approving the extract archives its orders automatically. Maintenance and emergency orders follow their own track to the certificate. See our guide to utility work order stages.
Can we import work orders and material data from Excel?
Yes. Users upload an Excel file of work orders and review the rows in a grid before saving; ELX flags cities, districts and work descriptions missing from the guides and skips duplicate rows. Ready templates cover utility receipts, scrap, material estimates, previous stock movements, the materials catalogue and implementation items, and the receipt, estimate and guide imports flag row errors before saving. Utility data reaches ELX this way, with no direct link to the utility's systems. When you start, Matrix migrates your existing Excel data for you.
How do ELX alerts work?
When a work order enters a new stage, ELX messages the users permitted on that stage who have alerts on, via Telegram and, when enabled, WhatsApp. Alerts for new receipt, issue, return, scrap and transfer documents go to the recipient, responsible engineer and warehouse manager. Assignments from the survey, permit, execution, quality, certificate or drawing queues raise an instant in-app alert, and a daily digest goes out at a set time. Each send is logged as successful or failed.
Is the ELX interface available in Arabic and English?
Yes. The ELX interface runs in Arabic from right to left and in English from left to right, and users switch between them from the header; Arabic is the default. Every master-data record has a name in each language, and administrators can edit interface words and system messages per language in one grid, or rename screens and permissions to match their company's own terms.
Is ELX connected to Balady or the utility's systems?
No. According to the Ministry of Municipalities and Housing, new excavation permits are requested only electronically, through the Balady platform. ELX tracks the permit data for each work order, including request and license numbers, start date, duration, expiry and municipality, and generates the permit application letter from an editable template. ELX does not submit anything to Balady or sync with the utility's systems; work order and material data reach it through direct entry or Excel import.
What services does Matrix provide with ELX?
Matrix trains your users, migrates your existing Excel data, including work orders, materials and master data, and provides technical support on WhatsApp. It also customizes screens, reports and stages to each contractor's needs, on top of what your own administrator configures, such as permissions, time limits and labels. To discuss what your company needs, message the team from our contact page.
How do I request an ELX demo?
Fill in the form on our contact page with your name, company and what you are interested in, and WhatsApp opens with a ready message to the ELX team. You can also use the WhatsApp button on every page. This website does not store the form data. Tell us what you would like to see, such as the work order journey, warehouses or extracts, and ask the team directly about pricing, user training and moving your Excel data.
